Windows never downloads start menu apps

Glad someone has mentioned this. I couldn't even download games at all to be honest. Thankfully this seems to have resolved itself (either that or my messing around with settings resolved it.) When I open the Edge browser and go to a download such as the link below, nothing happens when I click on the DOWNLOAD button.
